As the above graph vividly illustrates, all GREENHOUSE personnel received more than the 3.9R in a 13-week consecutive period and the 5.0R in a one year period exposure standard then in place for this operation. The report itself does not take into consideration internal contamination received by personnel on the residence islands and was prepared prior to repudiation of the four-day rain scenario.

That the military had a mind of its own when it came to exposure allowances is also illustrated by the Benne dying declaration. From this statement it can easily be deduced that the military, before GREENHOUSE commenced, was not going to abide by the 3.9R and 5.0R standards set for the task force. Nor did the authorities, who said anyone who was overexposed would be shipped home, keep their word. This action fully comports with Gen. Cooney's view toward human experimentation previously explained and the decision not to warn personnel about fallout in progress.

Even more interesting is the fact that the Defense Nuclear Agency has never published the measured sizes of Shot Item fallout, if, in fact such a report exists. Recall, Mr. Wellhauser's statement that he found it disturbing that NRDL personnel were never informed of subsequent fallout at GREENHOUSE following Shot Dog.

Nor can the historical record of Operation GREENHOUSE be cleansed of the fact that human experimentation was conducted on ten enlisted men by rubbing their bare arms and hands with radioactively contaminated soil all in a quest to determine which soap could wash it away. However innocuous an experiment this may appear, the fact remains it was done and that the military did it without adhering to the Nuremburg Protocol.

At Eniwetok there is an athletic field, actually a flat open space, dedicated to the memory of MSgt. Joseph Wood who accidentally electrocuted himself... the same MSgt. Wood who was the Nuremburg hangman!
