The Scientific Director further reported that the fallout situation was almost the same on Parry Island as it was on Eniwetok Island and that they had no data from the third living island, Japtan. As a result it was further estimated that as a result of Item fallout the dose for an individual, excluding Dog Shot fallout, would have been 7,370 mr (7.3R) for Item plus 15 days, and 9,520 mr (9.5R) for Item plus 30 days. However, the reader was advised to see a previous reference to four days of heavy (now known to be non-existent) rain.37 Despite all of the foregoing no plans were ever made to medically follow task force participants; further, even with present day knowledge, the United States government has turned its back on these men. Indeed, the DNA is quick to point out that it is not within their Congressional Charter to conduct such an investigation. The U. S. Veterans Administration, also aware of documentation delivered personally into the hands of VA Secretary Brown, has not seen fit to lift a finger even though its charge is to care for him who has borne the brunt of the battle. So widespread was the fallout from GH that it was recorded in the states of Idaho and Illinois!38,39 The report from the government laboratory in Illinois observed that particles found in April and May, 1951, "correspond to what one would expect from Pu239." January 1992, gave way to February, February to March and March to April and still no response to my letters was received. I was beginning to suspect that the DNA had not forwarded my letters. Twenty-one inquiries and not one response. I reviewed the cover letter I sent thinking I may have said something that might offend these former naval persons. However, I found nothing that would give the recipient cause to not respond. Maybe it was tlle April showers that turned the tide. In early April, 1992, I received a response from a George E. Koch, that had been mailed to the DNA although I had provided return addressed envelopes to all 21 men. Although the letter bore Mr. Koch's name, he did not sign it. He writes: " Your quotes are accurate to the best of my knowledge. The quotes do not include the conditions which existed after the fallout. Continue"The particles were present in the barracks of all personnel and on the tents of all personnel. There were no fallout or radiation removal efforts possible. As far as I could determine the material was carried into the mess halls and of course could very easily here been transported to any open containers. Since mess personnel were not instructed otherwise, except by me, they prepared meals in a routine manner. The probabilities of ingestion were undoubtedly high.
