Oddly, it all makes sense. This little plot of land and two mainland Africa cities are the leftovers of the Empire of Spain. Morocco is severely annoyed with Spain for opposing its occupasion of "Spanish Sahara". Spain is irritated with Morocco because of the smuggling and such that seems to flow across the Straits from there.
And Spain has managed to kick Moroccan ass everytime it has tried to take these territories. The last time was in the 1920's, I believe.

In the twenties it were the moroccans who kicked spanish ass. Morocco is far stronger then Al-Andalus

You'll also find that half of the Nationalist army who won the Spanish civil war were Morroccan. Also does anyone find it strange that Spain are very keen to get Gibralter back but not so interested in giving up their two north African colonies.....
